Cherry A. Maxwell: is the Chief Executive Officer and President of BDS. After 30 years of serving her country retiring as a Chief Master Sergeant of the United States Air Force with 15 years in Senior Management, she took the reigns adding new services while integrating its high performance solution based contract management for diverse services with new technology tools and processes geared toward energy, health, human resources, and social services spaces. She has a wealth of knowledge in training Contracting Officer Technical Representatives for government acquisition projects and managed contract vehicles for a broad range of services.
Cherry Maxwell was Superintendent of the Physical Disability Board of Review for the Department Of Defense board mandated by Congress to ensure equitable treatment of Veterans. She was also the Superintendent of the Air Force Defense Integrated Military Human Resource System (DIMHRS) Program Office for the Pentagon. This was a $950M design and development contract which integrates all DOD human resource and pay systems. She was a leader with the HQ Air Force Reserve Inspector General Team performing total quality assessment at bases throughout the Air Force as well as the Team Lead and Change Analyst for the Joint Requirements and Integration Office in the Pentagon. Other services include the Superintendent of the Military Personnel Flight at the 914th Wing in Niagara Falls, member of the Defense Advisory Committee on Women in the Service (DACOWITS), and the Air Force Association Reserve Council which forwarded vital issues to Capitol Hill. Her expertise in change management, human capital management, and contract management has expanded the BDS business development and operations. She holds degrees in Organizational Management and Human Resources.
Melvin M. Maxwell: is the Vice President of Government and Commercial Contracting. After 33 years of experience in cradle to grave contract management serving as a United States Air Force officer, Mr. Maxwell utilized that experience and applied it to general contracting which was instrumental through years of exponential growth and challenges. He has turned over the envisioning of the strategic direction of the company to focus specifically on the company’s contract and business expansion initiative. He has worked as a Contracting Officer, Contract Administrator, Chief of Services and Supply, and Utilities Contract Administrator and Negotiator for the Department of Defense; and a CEO, President, VP Business Development, and Contract Manager for BDS. He is a Certified Professional Contract Manager (CPCM) with degrees in Counseling and Leadership, Engineering, Contracts and Social Science.
Mikaela M. Maxwell: is the Director of Marketing and Business Development. She is responsible for the reach and penetration of BDS into the Federal and Commercial contracting spaces for diverse services using technological platforms and marketing strategies. She manages the acquisition cycle for incoming request for proposals while expanding BDS capabilities into new markets. She helps shape BDS employee culture of excellence and creatively maintains our branding in every stream of business. She holds a MBA and a degree in Psychology.
Nicole S. Maxwell: is the Chief Financial Officer. She heads the leadership in the tactical and strategic financial operations of BDS. Nicole focuses on building policies and procedures that are not only GAAP compliant, but that enable the business to run efficiently. She is a proven relationship builder with the ability to improve workflow, control costs, and build strong teams. She has over 10 years of experience as a Senior Accountant and Director of Finance supporting a variety of industries to include DOD weapons systems, technology, medical coding, diverse services, and government contracting. She has worked as an Accountant and Billing Manager for contracts with BAE Systems and General Dynamics. She holds a degree in Accounting.
